Abschnitt II: Gegenstand
Helicopter base, Nygårdstangen – planning and design contest – Helse Bergen HF
A restricted planning and design contest will be held for a new helicopter base at Nygårdstangen in Bergen. A prequalification will first be held in order to qualify potential participants to be invited to the planning and design contest. This is also with the intention of getting input on alternative developments and a general assessment of how buildable the helicopter base is.
The overall aim of the planning and design contest is to get buildable solutions for a new helicopter base at Nygårdstangen, which give the best possible integration with the existing road systems, fire station, water areas, and which keeps the local town beach and sees to the needs of the public. The contracting authority would like to use this planning and design contest to gain competence from a broad professional environment, and there will be requirements that the team composition has a Wildcard Office.
Abschnitt IV: Verfahren
A. GENERAL DESIGN AND ARCHITECTONIC QUALITY
Total use of the contest area.
Architectonic expression, volume development, and the relationship with the surroundings.
Use of area, public flow, logistics.
Connection between the new building/construction and the existing situation and landscape.
General design and good functional systems for users and the public.
B. SUSTAINABILITY
Environmentally friendly and sustainable solutions and materials.
Robustness in constructions and material choice.
C. FEASIBILITY
Potential for implementation.
Potential for development and processing within realistic financial limits.
There will be no financial prize for the winner. After the jury has nominated a winner of the planning and design contest, the contracting authority will negotiate with the winner on the price and terms for the implementation of the service contract. Further clarification of the assignment’s scope after the winner has been nominated will be an object for negotiations between the contracting authority and the winner. See point IV.3.3.
The assignment in the service contract has a total lower limit of NOK 750,000 excluding VAT for the first phase, with the intention that the winner will follow all the phases in the project.
Remuneration
All costs that suppliers/participating teams incur with the request for participation (prequalification) in the contest are to be covered by the applicant.
All invited tenderers after the qualification that submit a complete proposal in the contest will receive remuneration of NOK 400,000, excluding VAT. A complete proposal means a tender that fulfils the requirements in the contest programme, and that otherwise fulfils the requirements in the contest. The contracting authority reserves the right to require the presentation of a complete proposal before the remuneration is paid, in order to be sure that the tender fulfils the requirements in the contest programme and that there are no reasons for rejection.
Abschnitt VI: Weitere Angaben
The contest programme and annexes will be sent to maximum 4 tenderers that are qualified, as well as invited to submit a tender in the contest.
