Abschnitt II: Gegenstand
D61-11 Framework Agreement for Independent Inspections
A framework agreement will be signed for independent inspections. Kontrollforetaket must carry out obligatory independent inspections in accordance with the authority requirements in the Planning and Building Act.
The tenderer must ensure that the necessary inspections are carried out in accordance with the Planning and Building Act.
See point II.1.4) Short Description and Annex A Work Description.
Six extensions, each for 12 months.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Tenderers must be a legally established company.
Requirement: Tenderers must have sufficient financial strength to be able to fulfil the contract.
Documentation: The tenderer´s annual accounts, including notes with the boards and auditor’s reports for 2017, 2018 and 2019.
The contracting authority reserves the right to collect a credit assessment from Experian or a similar company.
Financial strength shall mainly be evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The contracting authority will obtain the revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit their revised annual accounts.
Requirement: relevant experience from equivalent assignments/deliveries as described in Annex A Work Description.
Documentation: A description of the tenderer’s most important deliveries in the last 3 years. The attached template must be used (Annex 5).
Only thenreference projects given in the template will be assessed.
The reference descriptions must include enough information for an evaluation of the tenderer’s (and any sub-suppliers´) concrete contributions. The description must state why the reference project is relevant for this assignment. The contracting authority must be able to contact the reference person.
Requirement: good implementation ability.
Documentation: The implementation ability must be described:
• short general description of the company, including the company’s capacity and core competence. Use Annex 6.
• qualifications must be documented either by attaching proof of central certification or an account substantiating that the company will be granted central certification. An account substantiating that the company will be granted local certification. The same applies to any sub-suppliers and collaboration partners.
The following disciplines and development classes must be documented:
• general responsibility for inspections
• building physics (2 and 3, pro and utf)
• construction safety (2 and 3, pro and utf)
• geotechnics (2 and 3, pro and utf)
• fire safety (2 and 3, pro).
If there are any collaborative constellations and use of sub-suppliers, the tenderer must attach a description of:
• scope of responsibility and roles in the relationship.
• the collaboration partners‘ organisation structure.
• documentation of how the tenderer can use the collaborative constellations or sub-suppliers.
A commitment statement and ESPD form must be completed if sub-suppliers will be used.
Requirement: tenderers must have a documented quality management system.
Documentation: tenderers must present confirmation that they have ISO 9001:2015, or confirm that the quality system follows the main principles in this by presenting the contents of their quality management system.

This is a parallel framework agreement with two tenderers, with priority according to the ranking in the completed contract document.
