Griegkvartalet: Services – consultant within room acoustics.
The company Grieghallen Utbygging AS (GHU) has been established to realise the ‚Greigkvartalet‘ project – a new music theatre in Bergen, Norway.
The music theatre will have an excellent acoustics room and optimum stage conditions for opera, musical, ballet, dance, and concert performances of a high artistic level. In addition it must be suitable for a diversity of musical and stage expressions.
The project with the management is located in Bergen. The business and working language is Norwegian, however interaction between Norwegian speakers and English project actors will be facilitated.
In order to ensure successful management and execution of the project, Greighallen Utbygging would like to join up with qualified professionals.

Grieghallen Utbygging needs a consultant for room acoustics who can formulate analyses, modelling, engineering design, descriptions, follow-up at the construction site and testing, for room acoustics for the hall, stage, foyer, and rehearsal rooms.
The contracting authority requests a consultant team that has high competence and documented relevant deliveries within room acoustics.
3-5 of the qualified interested parties will be selected to submit a tender. If more than three tenderers are qualified, the contracting authority will select the tenderers on the basis of given selection criteria.
After a preliminary evaluation of the tenders, 2-3 tenderers will be invited to negotiations. Following the negotiations and any updated tenders, the final evaluation of the tenders will be made and the contract will be awarded. The award will be based on which tender has the best relationship between quality and price, based on the following criteria given in the tender documentation.
The room acoustics consultant will be procured before other actors, and can be transferred to a turnkey contractor at a later date – possibly a consultant group.
The contest is being held in the tender management tool in Mercell, and all communication during the contest must go through this. The room acoustics consultant will be an active initiator in order to ensure the best acoustic prerequisites for the project at all times.
The offered consultant team must consist of 4 resources:
1) Assignment manager room acoustics (project manager for room acoustics)
2) Specialist in acoustic modelling
3) Acoustician with responsibility for the acoustic sides of theatre functions
4) Measuring specialist
The consultant will be the premise provider for the architect, other consultants, interaction contractor, relevant sub-contractors, and suppliers (the other actors). The consultant will ensure multi-disciplinary coordination as regards acoustics with the other actors. The consultant must quality assure the acoustic conditions in the other actors‘ deliveries.
Included in the responsibility and assignments described in the tender documentation is that the consultant must obtain and describe all the professional framework conditions and premises before relevant project contests – including for the architect and contract.
Furthermore, the consultant is to formulate an acoustic strategy with design criteria in order to establish acoustic requirements based on TEK, the room and function programme, and the project’s acoustic goals.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
– Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
– Tenderers must have sufficient economic and financial capacity to implement the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
1. A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with licence to conduct this service.
2. Auditor confirmed annual accounts for 2020, as well as the provisional accounts for 2021.
Tenderers are required to have relevant experience from equivalent assignments.
Relevant reference assignments are to be understood as:
1) Opera buildings
2) Philharmonic/symphony orchestra halls
3) Musical multi-functional buildings, experience from points 1 and 2 above in addition to other types of buildings with electronic amplified music will be seen as sufficient.
4) Project over a certain size, minimum 500 audience, as mentioned in points 1-3 above.
Description of reference projects with a transferable value from equivalent projects executed in the last 15 years.
Information must be provided on what role the tenderer had in the reference project, and what assignments the tenderer carried out in the project. It must be clear whether the tenderer and contractual liability for the reference project, or has assisted others.
Furthermore, information is requested on:
1. The building’s gross area
2. The builder
3. The contract’s contracting authority with contact information
4. Start-up date and duration of the assignment
5. The assignment’s contact value for the tenderer
6. The tenderer’s role and deliveries in the project
7. What assignments the tenderer has carried out in the project
8. A description of the building’s musical purpose.
9. What acoustic goals were set for the building
10. What acoustic goals were achieved after the building had been tested and tuned
We would like the goals to be given in figures for 9 and 10, alternatively by a verbal description.
A description must be provided of approx.: 1 A4 page per reference project. The reference projects must be given in order – according to relevance.
It is the tenderer’s responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.
General contract terms in accordance with NS 8401 and special contract terms as stated in the tender documentation.
