Abschnitt II: Gegenstand
Offshore Client Representative (OCR) for Interconnection and electrical connection Projects
RTE is looking for a company able to provide Offshore Client Representative (OCR). Reputable and qualified OCR are required in order to monitor and follow the offshore works performed by the EPC Cable Contractor (CTR). They will represent and act on behalf of RTE. Competent personnel will also be required for the Tenderer position. Tenderer shall provide relevant CV’s of OCR as part of their tender submission.
Mainly France, and Spanish/Irish territorial waters.
The OCR position requires a solid knowledge of the Offshore Cable Installation Operations. Depending on the scope where the OCR is mobilized, different skills might be required:
Survey (UXO detection operation, geophysical survey, geotechnical survey)
Route preparation (Boulder Clearance, Mattressing, Pre-Trenching, OOS Management, Pre Lay Grapnel Run)
Cable transpooling
Cable laying (cable design and laying constraints)
Cable junction
Cable protection (trenching, jetting, rock dumping) and burial assessment
As a general matter, OCR shall also demonstrate a strong experience as a Client Representative on previous similar projects and general knowledge of Offshore Operations:
Offshore HSE standards and best practice
Permit to work and risk analysis
Lifting operation
Sea fastening, stowage, and Deck Layout
Clear comprehension of weather standby mechanisms.
The OCR position also requires soft skills to ensure a smooth execution of operation:
Communication, both verbal and written
Ability to take decision and own responsibility on behalf of RTE
IT: Microsoft Office
OCR must have valid certifications and trainings required to be on work site. The minimum is the BOSIET and Medical Certification (Fitness to Work) with a 2-year validity. If necessary, additional requirement will be transmitted by RTE for each project or scope.

Administrative criteria :
– Applicants based in France: Transmission of the unique identification number issued by INSEE
– Applicants based outside France: Document from the authorities holding the professional register or an equivalent document certifying this registration or Document dated less than 3 months from the authority authorized to receive the registration in the professional register and certifying the application for registration in the said register".
For all candidates:
– Document mentioning its identity and address or, if necessary, the details of its fiscal representative in France;
– A statement on honour, dated and signed, justifying that it does not fall within any of the cases of prohibition of bidding mentioned in articles 45 and 48 of order n°2015-899 of 23.7.2015 relating to public contracts and in particular that it is in order with regard to articles L. 5212-1 to L. 5212-11 of the labour code concerning the employment of disabled workers;
– In the event of receivership, a copy of the judgment(s) handed down.
Commercial aptitude criteria:
– Justify a turnover of more than 2M€;
– Give the share of the turnover corresponding to the activity, object of the proposed service, for the 3 previous years (2019, 2020, 2021);
– Provide a brief history of the company and an organizational chart (specifying the number of employees);
– To present itself in a legal form allowing to clearly evaluate its means, its organization and the sharing of responsibilities;
Technical suitability criteria:
OCR performance is required in the following technical areas:
– UneXploded Ordnance Survey (UXO Survey)
– Geophysical and geotechnical campaigns (Survey)
– Cable Laying and Protection
– Offshore Transport & Installation (T&I)
Candidate companies will be considered technically suitable if, during the evaluation of the preliminary questionnaire (PQQ), they can justify overall :
– Competence in the follow-up of the OCRs as well as in the management of all administrative and logistical tasks necessary for the provision of the OCRs;
– English language skills (to ensure the recruitment of OCRs as well as the necessary administrative and logistical tasks);
– Knowledge of the French labor law and of the "SOCIAL CONDITIONS APPLICABLE TO WORKERS EXERCISING AN ACTIVITY RELATED TO RENEWABLE MARINE ENERGY (MRE) ON BOARD A SHIP OR ON AN OFFSHORE INSTALLATION";
– General knowledge of the technical fields covered by the OCR (see below)
– Knowledge of the usual certifications (GWO, BOSIET, electrical authorizations…) and of the training centers. Ability to organize training;
– Ability to provide relevant profiles of OCRs demonstrated by the presentation of CVs in each technical field;
– Long-term follow-up of the OCRs in order to allow for an increase in competence through training and feedback procedures (REX and Lesson Learned) under the supervision of RTE.
The OCRs must have the following common skills:
o Minimum 5 years offshore experience and validated HSE related training (GWO, BOSIET, HUET, etc.);
o Sensitivity to the offshore HSE field;
o Knowledge of HSE tools (TBT, PTW, inspections, risk analysis, etc).
o Understanding and implementation of Inspection and Test Plans (ITP);
o Non Conformance Reports (NCR);
o Management Of Change (MOC) procedures;
o Ability to use a Document Management System (DMS).
o Ability to synthesize daily events in a routine form and through a standardized medium (Daily Progress Report – DPR);
o Ability to understand the documents necessary for the follow-up of operations (MOC, NCR, ITP, work and progress planning…);
o Mastery of computer office tools (MS Office, Outlook, PowerPoint, Excel, Word…);
o Fluency in English is essential, fluency in French is desirable.
o Ability to communicate in a diplomatic manner even under intense stress with a large number of interlocutors.
And, Ability to understand weather reports with a particular focus on operating boundary conditions and weather standard rules
RTE reserves the right to award the contract to the most advantageous initial offer without prior negotiation.

RTE reserves the right to require bank guarantees for this contract within the limits of public procurement regulations
RTE reserves the right to ask the grouping to be transformed into a joint and several grouping or with a joint and several representative when the contract is awarded, insofar as this transformation is necessary for the proper performance of the contract.
In the case of an application by a grouping, all the documents requested in III.1.1) to III.1.3) must be supplied by each of its members.
Except in the cases provided for in Article R.2142-26 of the Public Order Code, the composition of the grouping applying for a call for competition may not be changed between the date of submission of applications and the date of signature of the contract.

Pre-contractual referral provided for in articles 5 and following of order n°2009-515 of 7 May 2009 relating to appeal procedures applicable to public procurement contracts. The appeal must be lodged before the conclusion of the contract.

The appeal must be lodged at the latest on the thirty-first day following the publication in the Official Journal of the European Union of the notice of award of the contract or, for contracts based on a framework agreement or a dynamic purchasing system, following the notification of the conclusion of the contract.
In the absence of publication of the notice or notification, the court may be seized until the expiry of a period of six months from the day following the day on which the contract was concluded pursuant to Article 1441-3 of the Code of Civil Procedure.
