Framework agreement for LiDAR data capture and processing
Energinet wishes to change its vegetation management process to ensure a greater understanding of the vegetation around the overhead lines, by having reliable data.
In part of 2019 and 2020 all Energinet’s approximate 3000 km overhead lines were scanned using LiDAR technology as a first step towards data driven vegetation management.
Using LiDAR (or similar) data as a driver for vegetation management will be a new way of working for Energinet. We are looking for a long-term partner to help with the transition to a data driven vegetation management process. The tenderer will be responsible for capturing data of our overhead lines and process the data through steps of characterization, analysis, reporting, and visualization.
We are also hoping that the partnership can take data driven vegetation management a step further, by looking into ways to predict how the risk will change over time when looking at vegetation growth, e.g., by developing a growth model.
Data capture will take place in Denmark. Data processing will take place at the location of the tenderer.
Energinet procures a service of data capture and processing (categorize, analyze, report, model, visualize, etc.). The main purpose is to optimize Asset Maintenance’s vegetation management by making it data driven.
Data capture and processing of the entire overhead line trace (approx. 3000 km) will be carried out annually in 2022 and 2023. From 2024 annual capture/processing will be carried out in adjusted extend to meet the requirements of the new vegetation management method.
If Energinet finds other uses of the technology, additional scans and/or processing could be procured.
The frame agreement is tendered by Forretningsservice (part of the Energinet group). Forretningsservice serves as a Central purchasing body awarding the frame agreement on behalf of the Energinet group. Further information is available in the Tender Documents.

Companies in which Energinet SOV or another company in the Energinet group acquire half or more than half of the capital or have the authority to exercise half or more than half of the voting rights or has the right to manage the company’s business regardless of the official name during the term of the Frame Agreement will have an option to use the Frame Agreement.
Please note that this is a negotiated procedure. With the exception of mandatory parts, the Tender Documents may as a result undergo changes as part of the negotiation process.

Complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision.
Other complaints must be filed with The Complaints Board for Public Procurement within:
1. 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date);
2. 30 calendar days starting the day after the contracting authority has informed the tenderers in question, that the contracting authority has entered into a contract based on a framework agreement through reopening of competition or a dynamic purchasing system, provided that the notification includes a short account of the relevant reasons for the decision;
3. 6 months starting the day after the contracting authority has sent notification to the candidates/tenderers involved that the contracting authority has entered into the framework agreement, provided that the notification included a short account of the relevant reasons for the decision.
